Before NVCP1, the protocol base fee is 0. The public RPC already advertises eth_gasPrice / eth_maxPriorityFeePerGas as 1 gwei.

At and after height 100800, a 1 gwei minimum effective gas price is a consensus rule. Wallets should not assume zero-fee transactions will remain valid.

Block gas limit is 30,000,000.
